Calderdale Current is a flagship local energy programme operated by TTL Consultants Ltd t/a Hawley Energy (Company No. 09882627), registered at 1st Floor Clifton House, Clifton Road, Brighouse HD6 1SL. The programme is designed to accelerate the transition to clean, affordable power across Calderdale through community-led demand aggregation, strategic partnerships, and reinvestment mechanisms to deliver energy saving projects and solutions at scale.
The programme's objectives are to: unlock local potential through coordinated delivery and simplified procurement; aggregate demand to secure better rates; build community trust via transparent governance; support compliance and resilience for public sector and third-sector partners.
Energy procurement is delivered in partnership with Baseline Power Ltd (Company No. 1014906, ADR Registration C35BASE03). The Community Energy Fund is managed by the appointed Grant Manager in accordance with the programme's governance framework.
2. Membership & ParticipationMembership of Calderdale Current is gained by signing a supply contract for (at a minimum) the supply of gas and electricity through Baseline Power Ltd. By joining, you become a member of Calderdale Current and gain access to the grant making fund, managed by Community Foundation for Calderdale.
Two-part quotes (opt in / opt out): When we provide a quote, it may be presented in two parts: an opt in offer (the Calderdale Current rate) and an opt out offer (the Baseline Power rate). Your selection can be confirmed by email during the quotation discussion. The supply contract you sign will reflect the offer you have selected, and by signing you are committing to that selected offer.
Members become eligible to apply for grants after six (6) months of continuous participation, measured from the supply start date (not the date the contract is signed — there may be a short delay between the two, typically 2 to 4 weeks). You must also be signed up for the supply of both electricity and gas. Water supply is optional and does not affect grant eligibility.
Your participation agreement is effective for the duration of your membership. Termination requires thirty (30) days' written notice and must align with your supply contracts. Any outstanding contributions or grant obligations must be settled at the point of exit, however energy supply contracts will remain in place until the end of any existing supply contracts. From the point of termination, no further grant applications will be accepted.
Any default will result in immediate ineligibility for grants, at the complete discretion of the Community Foundation for Calderdale, without the right of appeal and without prior notice.
3. Community Energy Fund ContributionsMembers acknowledge that 0.5p per kWh (inclusive of VAT) is paid to the grant making fund for every kWh of electricity that they use, providing they have signed up to purchase gas and electricity through Baseline Power. As this amount includes VAT that is payable to HMRC, the net amount paid into the fund is reduced by the relevant amount of VAT due.
Usage-Based Contribution (Default): Contribution is calculated based on actual kWh usage and applied proportionally to the commission earned from the member's energy contract. Payments to the grant making fund are aligned with billing cycles. Participants on this model are eligible to apply for grants after six months from their supply start date.
Flat Contribution (Opt-Out): Members may opt out of usage-based contributions and instead make a voluntary payment into the Community Energy Fund at a set figure confirmed by Baseline Power for the duration of the agreement of supply terms. The set amount and frequency (if recurring) will be confirmed by Baseline Power in writing at the time of signing and will remain fixed throughout. Any changes to the flat contribution amount require a new written agreement with Baseline Power. Participants on this model are not eligible for grants.
Anchor Site Contribution: (a) Large Energy User: Organisations with significant energy consumption that sign up for gas and electricity supply through a supplier arranged by Baseline Power. If the organisation chooses the opt-in (Calderdale Current) rate and completes six (6) months from their supply start date, they become eligible to apply for grants. (b) Direct Financial Contributor: Organisations that wish to support the Community Energy Fund but are not signing up for gas and electricity supply may do so by making a direct financial contribution to the fund. Anchor Site status is open nationally. Participants who are direct financial contributors only (route b) are not eligible for grants unless and until they subsequently sign up for the supply of both gas and electricity through Baseline Power and complete six (6) months from their supply start date under the usage-based contribution model.
All contributions and grant allocations are managed in accordance with the Calderdale Current Fund governance framework. Members will receive periodic updates on fund performance, grant outcomes, and community impact.
4. Grant Eligibility & LimitsFund Activation Threshold: The Community Energy Fund will open to grant applications once the Community Foundation for Calderdale confirms that the total fund balance has reached £10,000. Until the Community Foundation for Calderdale confirms this threshold has been met, no grant applications will be progressed.
Members who meet the six-month participation threshold may apply for grants in accordance with the Grant Manager Policy, provided the fund activation threshold above has been reached. To qualify for a grant, your organisation must: be based in Calderdale or have its head office in Calderdale; be signed up for the supply of both electricity and gas through Calderdale Current; have been a participating member for at least six (6) continuous months from the supply start date; be on the usage-based contribution model (default).
The maximum grant per applicant is initially capped at 5% of the total fund value or £25,000, whichever is lower. Cumulative awards shall not exceed this cap unless specifically approved by the steering group.
Each grant application must include a minimum of two (2) quotes for the proposed works. Applicants must provide evidence of payment in the form of a copy of a bank statement no later than ninety (90) days after the grant is awarded.
Failure to provide evidence of payment within the ninety-day period will result in the grant becoming immediately repayable. Recovery of the grant will be managed by the Community Foundation for Calderdale.
4a. Grant AssessmentAll grant applications are managed and assessed entirely and independently by the Community Foundation for Calderdale to ensure fair, transparent, and consistent evaluation. Hawley Energy and its staff have no input into the grant application or decision-making process. The only involvement from Hawley Energy is to confirm eligibility in terms of the applicant's supply contract term (i.e. that their supply start date confirms at least 6 months of continuous membership), and on occasion to answer any technical questions that may arise from a grant application.
The Grant Manager will consider each application on its merits, taking into account factors such as energy savings, community benefit, and the applicant's circumstances.
Based on its assessment, the Grant Manager will recommend one of the following outcomes: Approve — the application meets the required threshold and funding is awarded; Decline — the application does not meet the required threshold; Defer — the application shows potential but requires further information or revision before a decision can be made.
5. Grant CategoriesGrants may be awarded for projects in the following categories, all subject to the same cap outlined in Section 4:
- Solar enablement — installation or upgrade of solar energy systems
- Electrification of heat — heat pump installations and related works
- Energy resilience — battery storage, backup systems, and grid independence
- Community engagement — projects that promote energy awareness and education
- Innovation & pilots — novel approaches to energy efficiency and sustainability
Grant categories and criteria are subject to ongoing review and may be varied without prior consultation.
6. Grant Manager & GovernanceThe Community Energy Fund is managed by the appointed Grant Manager with integrity, transparency, and alignment to local impact. The Grant Manager is responsible for: receiving and managing the entire grant application process independently; assessing all applications and making all grant decisions; ensuring all awards comply with the fund's governance framework; providing periodic reporting on fund performance and allocations; maintaining separation between programme operations and fund management.
The Community Foundation for Calderdale is the intended independent fund manager. All grant decisions are made independently of Hawley Energy and Baseline Power. Hawley Energy and its staff have no input into the grant application or decision-making process. The only involvement from Hawley Energy is to confirm eligibility in terms of the applicant's supply contract term, and on occasion to answer any technical questions that may arise from a grant application.
Contractor Choice: Applicants are free to choose any contractor or supplier for the works included in their grant application. There is no requirement to use Hawley Energy as one of the parties quoting for or carrying out the work. However, where a client is unable to find a suitable contractor or would prefer Hawley Energy to act for them, Hawley Energy may submit an offer for the work as one of the applicant's options. The choice of contractor is entirely at the discretion of the applicant. All grant decisions are made independently by the Community Foundation for Calderdale, regardless of which contractor is selected.
7. Default & TerminationAny default on programme obligations will result in immediate ineligibility for grants, at the complete discretion of the Community Foundation for Calderdale, without the right of appeal and without prior notice.
Default includes, but is not limited to: failure to provide evidence for works completed; failure to maintain payments with energy suppliers; where previous applications for grants resulted in recovery action.
Members may terminate their participation with thirty (30) days' written notice, but termination will align with their supply contracts. Any outstanding contributions or grant obligations will be settled at the point of exit, however energy supply contracts will remain in place until the end of any existing supply contracts. From the point of termination, no further grant applications will be accepted.
We reserve the right to terminate your membership if you breach these terms, fail to maintain your supply contracts, or act in a manner that is detrimental to the programme or its participants.
8. Key Parties- Hawley Energy — Main programme operator, energy consultancy and project coordination
- Baseline Power Ltd — Strategic brokerage partner providing market access and supply contracts
- Community Foundation for Calderdale — Intended independent fund manager (Grant Manager). Manages the entire grant application process independently with no input from Hawley Energy or its staff, other than eligibility confirmation and occasional technical queries
- Climate Action Panel — Supporter of the initiative at Local Authority level
- Anchor Partners — Large energy users or direct financial contributors who commit to supporting the programme and accelerating the grant fund (open nationally)
Recognising the initial learning period, Hawley Energy will work with the fund operator to review and update programme processes at three (3) and six (6) months post-launch, and then annually thereafter.
Sole and absolute discretion to amend. Hawley Energy reserves the sole and absolute right to vary, amend, supplement, replace, or withdraw any or all of these terms and conditions at any time and from time to time, at its sole discretion, without prior notice to, or consultation with, any member or third party.
No obligation to notify. Hawley Energy is under no obligation whatsoever to notify members, participants, or any other party of any changes to these terms. It is the sole responsibility of each member to review these terms periodically.
Effective date of changes. Any amendment shall take effect immediately upon the updated terms being published to this page. The revised version will display the updated date at the top of the document.
Deemed acceptance. Continued participation in the Calderdale Current programme following the publication of any amended terms shall constitute the member's unconditional acceptance of the revised terms in their entirety.
Scope of amendments. Without limiting the generality of the foregoing, Hawley Energy may at any time and without prior notice or consultation amend, vary, or replace any aspect of these terms including but not limited to: grant categories, eligibility criteria, contribution models, fund governance arrangements, programme policies, membership conditions, and service specifications.
Severability of this clause. This Section 9 shall survive the termination or expiry of any member's participation and shall be construed independently of all other provisions.
